Erik Avakian was named Chief Information Security Officer for the commonwealth in 2010.
Erik joined the commonwealth in 2005 and became deputy CISO in 2007. He has over 15 years’ experience in securing enterprise-level environments and is an expert in reducing risk and mapping security to the business. He has extensive experience in security governance, risk management, compliance and incident response and remediation. As CISO. Erik is responsible for establishing enterprise security strategy, standards, controls, and security policies and lead the Enterprise Information Security Office, which defends against cyber-attacks, reduces the commonwealth’s vulnerability to cyber-attacks, and minimize the damage and recovery time from attacks if and when they occur.
Erik holds numerous industry certifications including Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Security Auditor (CISA), GIAC Security Essentials Certification (GSEC) and is ITIL v3 certified. He is an active member of the National Association of State Chief Information Officers (NASCIO) Security and Privacy Committee, the SANS State Advisory Board, the International Information Systems Security Certification Consortium (ISC2), the Information Systems Audit and Control Association (ISACA), the Multi-State Information Sharing and Analysis Center (MS-ISAC), and the Pennsylvania Criminal Intelligence Center (PaCIC).
Doug Bruns, Technical Director
Global Security Operations Center
Doug Bruns is Technical Director of the Global Security Operations Center (GSOC), BAE Systems Inc. Cybersecurity. In this role, he is responsible for intrusion detection and incident response across six continents supporting BAE Systems business in over one hundred countries. He leads a team of senior analysts tasked with combating advanced cyber threats and reports directly to the Global CISO of BAE Systems.
Bruns holds a bachelor’s degree from Strayer University in Information Systems Computer Security. He holds several information security certifications including CISSP and CISM. He serves as a board member of IT-ISAC representing BAE Systems and chairs the BAE Systems global security operations council as part of the CISO’s senior leadership team.
Robert J. Carey
Vice President Cybersecurity
Cloud and Unified Capabilities Solutions
Mr. Robert J. Carey currently holds the position of Vice President – Cybersecurity, Cloud, and Unified Capabilities Solutions within the Global solutions Division of General Dynamics Information Technology. He is responsible for developing and delivering cybersecurity, cloud and UC offerings to clients within the Department of Defense. Prior to this role, he worked for CSC and Vencore leading operational business units supporting the DoD. He retired from in March 2014 from the Department of Defense after over 31 years of distinguished public service to the Nation. His most recent assignment was a 3 ½ year tour as the DoD Principal Deputy Chief Information Officer where he championed the transformation to the Joint Information Environment, strengthened cybersecurity, and acceleration of mobile solutions for the warfighter.
Rob’s Federal service began with the U.S. Army at the Aberdeen Proving Ground in October 1982, where he worked as a Test Director evaluating small arms, automatic weapons and ammunition. He began his service with the Department of the Navy in February 1985 with the Naval Sea Systems Command where he worked in the Anti-Submarine/Undersea Warfare domain serving in a variety of engineering and leadership positions. He transitioned into the office of the Department of the Navy Chief Information Officer in early 2000, where he delivered championed eBusiness transformation and he led the deployment of the initial 55,000 Common Access Cards. From November 2006 to September 2010, he served as the fifth Department of the Navy (DON) Chief Information Officer (CIO) where he championed cybersecurity, transformation, enterprise services, and the use of the internet as a business catalyst.
Rob holds a BS in Engineering (1982) from the University of South Carolina and a Master of Engineering Management (1995) from the George Washington University. He has been awarded the Department of the Navy Distinguished Civilian Service Award (twice) as well as the Superior and Meritorious Civilian Service Awards. He received the prestigious Federal 100 Award in 2006, 2008, 2009, and 2012 recognizing his significant contributions to Federal information technology. He was selected to the InformationWeek Top 50 Government CIOs in 2009, 2010, and 2011. Rob was named the Defense Executive of the Year for 2009 by Government Computer News. He also received the prestigious Association for Federal Information Resources Management (AFFIRM) Executive Leadership Award – Defense for 2011 and the FedScoop 50 Federal IT Leadership Award in 2012.
A native of West Chester, PA, Rob retired from the United States Navy Reserve at the rank of CAPTAIN in the Civil Engineer Corps. He was recalled to active duty for Operation Desert Shield/Storm and Operation Iraqi Freedom where, in 2006-2007, he served in the Al Anbar province with I Marine Expeditionary Force.
IBM Center for The Business of Government
Dan is Executive Director of the IBM Center for The Business of Government. He oversees all of the Center’s activities in connecting research to practice to benefit government, and has a special focus on technology, cybersecurity, regulation, budget, and acquisition issues, and on Presidential transitions. Dan previously led consulting services for Public Sector Technology Strategy, working with IBM government, healthcare, and education clients. In addition, he is a CIO SAGE with the Partnership for Public Service, Fellow of the National Academy of Public Administration, Chair of the Cybersecurity Subcommittee of the DHS Data Privacy and Integrity Advisory Committee, and Member of the Cyber Policy Task Force with the Center for Strategic and International Studies; previously, he served as Chair of the Industry Advisory Council (IAC) for the government-led American Council for Technology (ACT) and Chair of the Federal Information Security and Privacy Advisory Board. Dan also generally advises public sector leaders on a wide range of management issues.
Before joining IBM, Dan was a Senior Vice President for Civilian Operations with Pragmatics, and prior to that was a Vice President for Business Solutions and Offerings with SRA International. As a career Government executive, Dan served as the Branch Chief for Information Policy and Technology with the Office of Management and Budget, where he led a staff with oversight of federal information and IT policy, including electronic government, computer security, privacy and IT budgeting. Prior to that, he served as Assistant Branch Chief and Desk Officer for Education, Labor, HHS, and related agencies in OMB’s Office of Information and Regulatory Affairs. Dan began his government service as an analyst with the Congressional Office of Technology Assessment, and left government service at the end of 2003.
In 2008, Dan served on President Barack Obama’s transition team as the Government lead for the Technology, Innovation, and Government Reform group, and as a member of the OMB Agency Review Team.
Dan has won numerous honors and awards, including a 2010 Federal 100 winner for his work on the presidential transition, and the 2016 Eagle Award for Industry Executive of the Year.
Dan earned a BA from Columbia University and a Master of Public Policy degree from Harvard’s Kennedy School of Government.
Cyber Threat Alliance
Michael is the former Special Assistant to the President and Cybersecurity Coordinator at the White House. For four and a half years, Michael led the development of national and international cybersecurity strategy and policy for the United States and oversaw implementation of those policies; in this capacity, he ensured that the Federal Government was effectively partnering with the private sector, nongovernmental organizations, other branches and levels of government, and other nations.
Prior to his current position, he spent 17 years at the Office of Management and Budget, where he played a key role in shaping intelligence budgets and resolving major policy issues including cybersecurity.
Michael received a B.A. in public policy from Princeton and an M.A. in public policy from Harvard.
Assistant Vice President, Chief Information Security Officer
Scott Davis currently serves as the Chief Information Security Officer for the Pennsylvania State Employees Credit Union (PSECU). Scott has worked in the financial industry for 21 years, primarily working in risk management areas.
Prior to employment with PSECU, Scott was a Compliance Examiner with the Federal Deposit Insurance Corporation.
In 1997, Scott started his career at PSECU. In this capacity, Scott has been instrumental in developing and managing several risk management programs. These programs are in the areas of consumer compliance, business continuity, and information security. Since 2004, Scott has been part of PSECU’s senior management team and has help plan, implement and manage PSECU’s Information Security Program. PSECU is a full-service credit union serving more than 425,000 members and has over $4 billion in assets. As a not-for-profit financial institution, their goal remains to help our members and their families achieve a better life.
Booz Allen Hamilton
Stan is a senior cyber security and technology executive with demonstrated success leading innovative change in large complex as well as mid-size and small cyber security and IT organizations. Serves on several cyber and technology companies boards of advisors.
U.S. Department of Veterans Affairs (VA) Deputy Assistant Secretary (DAS) for Information Security and Chief Information Security Officer (CISO). Stan managed information security and privacy across VA’s vast network of more than 1.8 million devices, serving more than 600,000 VA system users. The VA Office of Information Security (OIS) works to prevent and mitigate the impact of any impending threats to VA’s IT infrastructure. Oversaw the management of VA’s Information Security Officers (ISOs), Cyber Security Program, Privacy Program, incident management and response capabilities, security operations, and business continuity efforts.
Prior to becoming the Deputy Assistant Secretary for OIS, Stan was the Deputy Director of the Department of Defense (DoD)/VA Interagency Program Office (IPO). In his time working for the IPO, Mr. Lowe worked with the IPO Director to lead the DoD and VA in the development and implementation of Electronic Health Records and the Virtual Lifetime Electronic Record (VLER) Health systems, capabilities, and initiatives, which allow for full information interoperability between the departments to better serve Servicemembers, Veterans, and other eligible beneficiaries. In concurrence with his role with the IPO, Stan also served as the Senior Advisor to the Assistant Secretary for Information and Technology at VA.
Before joining VA, Stan served as Chief Information Officer of the Federal Trade Commission (FTC), joining as Deputy CIO for Management in 2006. Stan’s public service record extends to the US Department of Interior in the Bureau of Land Management as Chief of the Information Security Policy and Training Branch (BLM).
Chief Information Security Officer
George has been serving as the Chief Information Security Officer (CISO) for Capital BlueCross for two years. Prior to this role, he spent 21 years in a variety of technology leadership positions at Capital blue Cross in the areas of IT Infrastructure, Desktop Services, Computer Operations and Web development. In his current role, George developed an Information Security strategy that outlines the technology, programs and processes to strengthen the overall security posture of the company.
Prior to joining Capital BlueCross, George spent 11 years with Electronic Data Systems with a primary focus on network operations and design. At EDS, George graduated from their intensive Network Communications Development and Leadership Development programs.
George has an Associate Degree in Business Administration from Harrisburg Area Community College and currently resides in Mechanicsburg, PA.

His experience also includes working with corporate internal audit, legal, and compliance for State/Federal laws (GLBA, HIPAA, State Insurance Agency Audits), along with fraud, ID theft, privacy legislation, and IT Risk Management/ Quality Assurance.
Tom’s focus for the past few years has been on “Data Leakage and the Protection of Customer/Consumer/Employee Information”, along with Physical Security for Data Centers.
Tom is the President of the Harrisburg, PA Chapter of InfraGard.
Technology and Cyber Security Executive
Ms. Lisa Schlosser currently serves: on the Board of Directors for VetSports; the Board of Advisors for Cylance; as a Cyber Security Advisor to Harrisburg University; and as an instructor at Georgetown University.
She most recently served full-time as the Federal Deputy Chief Information Officer/Deputy Associate Administrator, Executive Office of the President. In this role, Lisa helped to oversee policy and budgeting related to the government’s $86B information technology portfolio. She was also asked to serve a six-month temporary detail with the Office of Personnel Management as a Senior Advisor/Chief Information Officer following a major cyber security breach.
She previously served as the Principal Deputy Associate Administrator, Office of External Affairs and Environmental Education, and the Director, Office of Information Collection, Office of Environmental Information, for the Environmental Protection Agency.
Lisa was also the Chief Information Officer (CIO), U.S. Department of Housing and Urban Development, and the Associate Chief Information Officer/Chief Information Security Officer, US Department of Transportation (US DOT).
Prior to joining the Federal Government, Lisa worked in the private sector as a Senior Manager for Ernst & Young LLP, helping to establish the international Cyber Security Practice; and as a Vice-President for Global Integrity.
Before entering the commercial sector, Lisa served in the US Army, and recently retired as a Lieutenant Colonel from the US Army Reserves.
Lisa holds a B.A. degree in Political Science from Indiana University of Pennsylvania, and an M.S. degree in Administration from Central Michigan University.
David M. Wennergren

David M. Wennergren is Executive Vice President & Chief Operating Officer at the Professional Services Council, the principal national trade association of the government technology and professional services industry.
He has extensive leadership experience in information technology and change management and has served in a number of senior positions, most recently in the private sector as a Vice President at CACI International Inc., and prior to that, across the Department of Defense (DoD) and federal government, including DoD Assistant Deputy Chief Management Officer, Deputy Assistant Secretary of Defense for Information Management, Integration and Technology/Deputy Chief Information Officer, Department of the Navy Chief Information Officer and Vice Chair of the U.S. Government’s Federal CIO Council. Mr. Wennergren is a Fellow of the National Academy of Public Administration and a CIO-SAGE at the Partnership for Public Service.
He received his B.A. in Communications/Public Relations from Mansfield University, and received the University’s Alumni Citation Award in 2012. He was a recipient of a Secretary of the Navy Civilian Fellowship in Financial Management, culminating in a Master of Public Policy (MPP) from the University of Maryland’s School of Public Affairs.
His awards include the Department of Defense Distinguished Civilian Service Award, the Department of the Navy Distinguished, Superior and Meritorious Civilian Service Awards, the Secretary of Defense Meritorious Civilian Service Award, and the Office of the Secretary of Defense Exceptional Civilian Service Award. Other honors include the: 2012 Roger W. Jones Award for Executive Leadership (American University), TechAmerica Terman Award 2010 Government Technology Executive of the Year, Federal CIO Council 2008 Azimuth Award winner, Federal Computer Week 2006 Eagle Award (Government Leader of the Year), 2006 John J. Franke Jr. Award from the American Council for Technology, Government Computer News 2005 Defense Executive of the Year, three Federal Computer Week Fed 100 Awards, Computerworld Premier 100 Award, and 2008 General James M.
